Research Foundation of China open reform city competence institute
announced the publicized the city competence ranking of 14 coastal open cities
and 4 special economic zones.
This ranking is conducted according to the comprehensive competence of 18
cities. There are 5 levels
dividing into A,B,C,D, E which means very strong,
strong, slightly strong, slightly weak, and weak respectively. Qingdao ranks C.
